Is European cultural policy in crisis?

Budget cuts for Italian opera houses being protested almost on a daily basis; funding for Human Sciences in the UK being massively cut, just like the budgets of Austrian universities. Is Europe losing ground as compared to not only Northern America but also Asia? This and more questions regarding European cultural policy will be discussed on 20 March by a panel of experts.
